Namibia Statistics Agency

The Namibia Statistics Agency (NSA) is a statutory body established in terms of the Statistics Act, 2011 (Act No. 9 of 2011). The Agency is mandated to constitute the central statistical authority of the State and to collect, produce, analyze and disseminate official and other statistics in Namibia.

Functions of the Namibia Statistics Agency:
AUTHORITY OF STATE
To constitute the central statistical authority for the State;
DATA COLLECTION
To collect, produce, analyse and disseminate official and other statistics in Namibia
DATA TRANSPARENCY & DISTRIBUTION
Facilitate the capture, management, maintenance, integration, distribution, and use of spatial data;
COORDINATION
To develop and coordinate the National Statistics System and the NSDI;
ADVISE
To advise the Minister (DG of National Planning Commission) on matters related to official and other statistics, whether of its own accord or at the request of the Minister.

THE STATISTICS ACT

ACT NO. 9, 2011

The Statistics Act No. 9 of 2011 has been passed by the Parliament and signed by the President in terms of the Namibian Constitution. The Act provide for the development of the National Statistics System and provide for its components and objectives; to establish the Namibia Statistics Agency and the Board of the Namibia Statistics Agency and provide for their powers and functions.

OUR BUSINESS PLAN

This Business Plan, which covers the period 1 October 2012 to 31 March 2017, is a framework that outlines the priorities, objectives, and actions that NSA has set out for itself towards achieving its Vision. The Business Plan is aligned with the NSA’s Strategic Plan for the same period and provides implementation details for the period of 4 ½ years. The Business Plan was compiled in close collaboration with the key role players. Based on the Balanced Scorecard, this Business Plan forms the basis for managing the NSA’s performance.

One of the main thrusts of this strategic document is to obtain the right statistics, that is, the most relevant statistics that are needed for policymaking and for monitoring the progress of our stakeholders’ activities.

GOVERNANCE AND PERFORMANCE AGREEMENT

The Government of the Republic of Namibia showed its commitment to relevant, high quality and timely statistics by creating the Namibia Statistics Agency (NSA) in 2011. The Government further recognizes the strategic importance of statistics for evidence-based planning and decision-making; policy design; and monitoring and evaluation of policies and decision-making as required under section 5 of the Statistics Act.

The priorities of the NSA should be consistent with the government’s objectives over the next five years as outlined in the Fourth National Development Plan (NDP4). It should also take into consideration the scope of business of the NSA as outlined in the statistics Act, 2011 (Act no.9 of 2011), as well as the need for prudent and sound governance of the NSA in accordance with the prescriptions and guidelines of the State-owned Enterprises Governance Act, 2006 (Act No.2 of 2006). More specifically, the priorities for the NSA during the next five years should focus on the following areas:

ANNUAL WORK PLAN

This current Annual Work Plan, 2017/18, is the first annual plan for the second Five Year Strategic Period of the Namibia Statistics Agency. The first Strategic Plan ran from 2012 to 2017. The NSA Work Plan has been drafted in the context of our 5th National Development Plan. This is indeed a good example because the NSA does not exist in isolation. We are confident that by placing greater emphasis on this medium-term planning the NSA can meet the challenge of maintaining the excellence of its statistical work while delivering value for money to our citizens in times of austerity.
